  • The Mechanical Compliance Section (MCS) is the Authority having Jurisdiction in the State of Nevada to issue or deny the operating permits for elevators, boilers, and pressure vessels based on inspections as set forth in NRS 455C. An operating permit is based on an inspection performed by an approved State of Nevada Authorized Inspection Agency (AIA), or a State of Nevada Safety Specialist. The inspection is performed based on the codes and standards set forth by ASME, NFPA, ANSI, NB, and CSD1 adopted by the MCS. It is the inspector’s duty to verify that the regulated equipment is maintained and operating within the codes and standards set forth by ASME, NFPA, ANSI, NB, and CSD1 pertaining to the equipment. Codes and standards are updated periodically sometimes changing the requirements in which the equipment must be maintained and the inspection performed. The frequency of required inspections is based on the type of equipment, and varies from three months to four years. Inspection reports submitted by AIA’s must still be reviewed and approved by MCS. As an owner of a property that has an elevator, boiler, and/or pressure vessel, it is your responsibility to have that equipment maintained according to ASME, NFPA, ANSI, NB, and CSD1 by a licensed service company. If during the inspection process deficiencies are found, they must be recorded and reported to MCS. All deficiencies must be addressed and corrected. Failure to do so can be dangerous and may result in fines accordance to the NRS. All new construction and alterations require permits from MCS before work can begin. A final inspection must also be performed before being put into service. Alteration permits void the operating permit. Equipment where an accident or entrapment occurs is required to be shut down, reported to MCS, and investigated by a State of Nevada Safety Specialist. The equipment may not be returned to service or diagnosed until a Safety Specialist has performed an inspection and determined that it is in proper working condition. MCS, through comprehensive and thorough inspection and quality control of over 25,000 jurisdictional objects, is dedicated to promoting the safe operation of elevators, boilers, pressure vessels, and related equipment by identifying hazards and code violations. AIA Inspectors and Safety Specialists recommend practicable means of violation abatement; research specific technology and industry applications using technical references, consensus codes, and standards. The MCS promotes safety through a firm yet fair application of code standards. “Elevator” includes, without limitation, an elevator, dumbwaiter, escalator, moving walk, platform lift and related equipment. The term also includes the hoistway and hoistway enclosure of the elevator, dumbwaiter, escalator, moving walk, platform lift and related equipment, and all the machinery and equipment necessary for the operation of the elevator, dumbwaiter, escalator, moving walk, platform lift, and related equipment. Types of elevators include, but are not limited to: LULA, vertical platform lift, incline stairway chair lift, sidewalk elevator, spiral escalator, escalator, elevator, moving walk, manlift, personnel hoist, residential, inclined elevator, inclined platform lift, rooftop elevator, dumbwaiter, wind turbine tower, special purpose personnel hoist, pneumatic vacuum elevator, machine roomless, and material lift. Boilers are used for hot water supply, high pressure process in sterilization, power process – boiler/generator, steam heating, pool hot water supply. “Boiler” means a closed vessel in which water is heated, steam is generated, steam is superheated, or any combination thereof, under pressure or vacuum, for use external to the boiler by the direct application of heat. The term includes a fired unit for heating or vaporizing liquids other than water if the unit is separate from the processing system and is complete within itself. Types of boilers include but are not limited to: auto clave generator, cast iron, electric boiler, fire tube boiler, fire jacketed kettle, fired storage water heater, high temperature-hot water generator, steam separator, tankless water heater, thermal fluid heater, tubeless boiler, waste heat boiler, water tube boiler, and water tube heater. Pressure Vessels are used for cooling supply, filtering, heat exchange, heating, hot water supply, steam process, and storage. “Pressure Vessel” means a vessel in which pressure is obtained from an external source or by the application of heat from a direct or indirect source. Types of Pressure Vessels include, but are not limited to: pressure vessel with quick actuating closures, carbon dioxide vessel, chlorine storage vessel, condenser vessel, de-aeration vessel, expansion vessel, flash receiver vessel, flat plate vessel, gas filter vessel, heat exchanger vessel, hot water storage vessel, methane storage vessel, pentane storage vessel, pre-heater vessel, yankee dryer, ammonia storage vessel. and unfired steam kettle.
